“npark”, a national software industry base in Jiangsu, was authorized and named by the National Development and Reform Commission and Ministry of Information Industry. Aiming to become an important base for industrialization and export of software parks in Jiangsu, “npark”, is not only one of the key projects to develop the modern service industries planed by Jiangsu Provincial Party Committee and the provincial government, but also one of the important carriers of Nanjing’s “well-known software city” development strategy and the “industrialization, urbanization, digitalization and eologicalization” plan of Jiangning District.
“npark” broke through the mold of “landlord plus policy” in traditional software parks, advocating new ideas of “industrial ecology, living viability, sustainable balance”. It also proposed a creative strategy of “software community”, combining software Research & Development work, industrial innovation, inspiration creating, wise living, creative entertainment and so on, strategically positioning itself as “a new community integrating ecological responsibility, knowledge expansion and creative industry” and creating a trendy lifestyle center to promote education, industry and technology in the core area of Nanjing’s economic development corridor. Research and development centers and research institutes of international businesses’ Nanjing branches, centers for large-scale software export, outsourcing and business process outsourcing, and development sector, management sector, service sector and other back offices of industrial clusters would be emphatically introduced into Jishan Software Park. With an overall planning and coordinating principles to handle industrial development and functional extension of urban space, “npark” is trying to develop China's first international software community and become the flagship of Jiangsu’s software industry, a model of the National Software parks, and a highlight of the global software industry.
Centering on construction of “digital Jishan”, “npark” is going to establish an industry supporting system of “four platforms and three services” including platforms of basic telecommunication service, public service, digital park management, and all-purpose card as well as services of IDC, small and medium sized enterprises and GIS. Among these, the first engineering stage of “Jiangsu software venture service platform” has been completed. It is ready to providing synthesized database, expert base, component base, original source base and quality control and test services of software development for all the enterprises-in-residence.
In 2010, “npark” will realize the goal of having about 150 large enterprises-in-residence among which 100 will be engaged in research and development of software, export outsourcing or Business Process Outsourcing business. The number of small and medium-sized enterprises or start-ups will have reached 500. There will be 38,000 employees undertaking related work of research and development of software industry. 1.3 million Square meters’ research and development office facilities will be completed. The annual software sales will exceed 26 billion and software export value will reach 500 million U.S. dollars, forming the industrial ability of self-renovation and growth.
